ERDF Programme Governance
A Programme Monitoring Committee (PMC) has been formed to monitor, oversee and advise on the delivery of the Programme. It is comprised of 28 senior representatives from across the region, including GONWi, NWDAi, NWRAi, the Department for Communities and Local Government, sub-regional partnerships, local authorities, higher education, trade unions and the private and voluntary sector.
The role and function of the PMC is laid down in EUi legislation. It is responsible for ensuring the Programme’s overall strategic direction, driving it forward so it meets agreed objectives and targets. The PMCs key focus will be setting the Programme direction and strategic review.
To assist the PMC in effectively discharging its full range of strategic and regulatory functions, it will be supported by two sub-committees: a Merseyside Phasing In Sub Committee (MPISC) and a Performance and Monitoring Sub Committee (PMSC).
The reasons for this are as follows:
- The ring fenced budget for Merseyside phasing in amounts to £133.9m (46% of total budget) in the first three years. The establishment of the sub-committee will provide PMC with further resources and informed comments to focus on this important area, particularly in the first three years;
- The PMC is to meet bi monthly. Whilst this will provide significant opportunities for reporting, there will be limited time for discussion. The establishment of a Performance and Monitoring Sub Committee will enable PMC to further discharge its duties in reviewing the Programme in more detail.
